The Indian High Commissioner too will be allowed to meet Jadhav. On May 18, the ICJ ordered Pakistan to halt the execution of Jadhav until a final decision was made in the proceedings.
In its counter-memorial submitted to the ICJ, Pakistan said the provision of such an access under the Vienna Convention is only for legitimate visitors and not for spies, according to Pakistani media yesterday.
While Pakistan claims that Jadhav was arrested by security forces from Balochistan province on March 3 a year ago after he reportedly entered from Iran, the Indian side maintains he was kidnapped from Iran where he developed business after retiring from the Navy.
The reply also encompasses the charge-sheet against the convicted RAW operative and narrates Pakistan's stance in a comprehensive manner, sources added.
In its memorial formally filed before the ICJ on Wednesday, Pakistan argued that Indian spy commander Kulbhushan Sudhir Jadhav was on an active duty and the only deduction that one could make was that he was a spy sent inside Pakistan on a special mission to carry out subversive activities.
"Only a state which adheres to legitimate actions can request the court to intervene in a matter between two states", Pakistan has stated in the ICJ.
Replying to another question, he said Pakistan places great importance to the security of Chinese working in Pakistan and had taken strict measures regarding it.

The incarcerated RAW agent, in his video statement, has confessed to involvement in sabotage and espionage inside Pakistan, which has also been the crux of Islamabad's case in the ICJ.
Jadhav, 47, was sentenced to death by a Pakistani military court on charges of espionage and terrorism in April, following which India moved the ICJ in May.
Army Chief General Qamar Javed Bajwa ratified the sentencing by the army tribunal.
The dossier also included evidence of contacts of Indian intelligence officials, working under diplomatic cover at the Indian High Commission in Islamabad, with terrorists.
Earlier this month, Pakistan agreed to facilitate the visit Jadhav's mother and his wife and also assured their safety, security and freedom of movement in the nation, India's External Affairs Minister Sushma Swaraj said.
FO spokesman Dr Mohammad Faisal in his press briefing on December 8 confirmed that Pakistan has allowed and scheduled the meeting on December 25.
