The head of the nation's ethics office is questioning why President Donald Trump didn't disclose previous year that he owed personal attorney Michael Cohen as much as $250,000 for unspecified "expenses".

Cohen has previously said he paid adult film actress Stormy Daniels $130,000 as part of a settlement and non-disclosure agreement reached just before the election in 2016.

Mr Cohen has acknowledged paying Ms Daniels, whose real name is Stephanie Clifford. The President denies the affair, and initially denied all knowledge of the payment, which Mr Cohen has acknowledged was meant to stop her from going public with the allegations.

Asked if the payments were similar to the $130,000 amount paid to Daniels to stay quiet about her 2006 affair with Trump, Avenatti said "yes".

Cohen is under investigation by the FBI, which raided his home and office last month and seized documents that included information about the payment to Daniels.

Sater, who was born in the Soviet Union, worked for the Trump Organization in the mid-2000s, helping the company build hotels in Florida and NY.

Cohen, citing the need to prepare for the 2016 Republican Nation Convention in July, did not attend the forum, the Washington Post reported.

Emails published by the New York Times earlier this year showed Sater suggested he could get Russian President Vladimir Putin to back the project and that building the complex would ultimately help Trump get elected president of the United States.

Avenatti is seeking to represent Daniels in a dispute in federal court in NY over material seized by the FBI in the Cohen raids.

Attorneys for Trump and Cohen did not immediately respond to inquiries about Avenatti's comments on the two women.

"No", Trump said. "I don't know". He also said the decision was not related to Trump's presidential campaign.

The New York Times later reported on the payments based on interviews and an internal review of the confidential financial records. According to the official, two other SARs documenting Cohen's questionable financial transactions, which reportedly total around $3 million, were missing from the database maintained by the Treasury Department's Financial Crimes Enforcement Network, or FinCEN.

The disclosure shows millions in 2017 income from rents, licences, book and television royalties, company shares, hotel management fees and golf courses, with interests from India to Dubai.

Peter Djinis, an anti-money- laundering expert who held top jobs at FinCEN and its predecessor office, said leaking a SAR would be "very unsafe and highly inappropriate" because it could erode confidence in the government's privacy safeguards.
